Steering Wheel Lock

I recent dropped the steering column in my 2003 Marauder to get the dash pulled out enough to replace a HVAC blend door actuator. Now that’s is back together the steering wheel dose not lock when in park with the ignition key removed. I seem to remember that at one time did. Could I have done something to disable the lock or did it ever lock?
 
As long as I had my 2003 Marauder, which is coming up on 24 years (original owner), the steering wheel has Never locked.
 
Steering wheel never locks maybe you are thinking about the shifter interlock where you have to step on the brake to move the shifter.
