She has shock collars on them but there not tight enough on the dog and there set to the lowest setting, because when the dogs get close to the fence i can hear them humming and beaping. I pretty sure they just bark becuase there bored and get zero attention. She shouldnt even have the dogs.

Dont know the paint but, 1.) Tape off anything you dont want to paint. 2.) Lightly rough up surface 3.) CLEAN said surface with whatever is handy... 4.) Start your painting. :) multiple coats makes for a better finished product. 5.) Rip off tape and clear coat the whole light so know chipping...
