A person must meet the U.S. refugee definition as stated in INA Section 101(a)42. The first paragraph of the U.S. definition parallels the definition found in the 1951 Convention and 1967 Protocols on Refugee Status Determination, but with additions under section (B):

When a healthy man of fighting age knocks on my door asking me to let him in and stay with my family because his home is under attack I will ask him where is his family.
When he tells me he has abandoned his wife, children, parents and siblings to die I will tell him to bring the children and the old to live with me until the fighting is over.
I will also tell him that any man that abandons his family will never be allowed to live with mine.

This is exactly what is happing here right now, our refugee shelters are full of young healthy men who seek shelter whilst their families are stuck back in Syria.

It is very easy for ISIS to smuggle their terrorists into the country disguised as refugees as there are no background checks at the border, they just keep letting people in.

You saw how that ended in France and it is only a matter of time before something bad happens in Germany also. I can only consider myself lucky to be living out in the middle of nowhere.

Okay.

As a family member of someone who suffered a catastrophic brain injury, I feel empathy and compassion for both parties involved in this tragic event. First for the victim - and especially her family and loved ones - but also for the perpetrator and those close to him; not making excuses or deflecting blame/fault (I don't know the people or the circumstances/details) however, in many cases, acts of violence are committed by those for whom "will" and "self-control" have been severely compromised by previous physical damage to their own brains (sustained in any number of manners) - my experience supporting my family member would suggest that it doesn't take much brain trauma to seriously alter a personality. Also, I can think of my late father, a one time boxer and quarterback, who died a demented victim of CTE and, despite his better intentions and promises, could at times be a terrifying and extremely injurious guy to be around (e.g. My own $15,000 bill for jaw reconstruction). We are amazing and beautiful, but complex and fragile creatures. All that that being said, I still intend to enjoy watching the Panthers destroy the Broncos tomorrow! Go figure . . .

Cathy
One summer day my younger sister Lynne said Billy you should ask out Cathy. This guy named Perky broke her jaw and Gray asked her but got in a fight with Perky. Now Perky has a bodyguard and no one will ask her out.

Cathy grew up around the corner. I asked her out to see a band. We pull up to the bar where the band is and there is Perky’s lime green Porsche. Cathy points out his car. I say look we will go in and if you feel uncomfortable we will leave. Cathy hesitates and then says ok.

We get a spot right in front and after a few minutes this guy walks up and says that guy over bought me a drink to tell you he wants to talk to you. Cathy says tell him no. The guy comes back and says but he really wants to talk to you. Cathy again says no and I tell Cathy it’s time to leave. We get up to head out and Perky comes over. I figure I will give him a minute to talk. Cathy is uncomfortable and I ask her if she is ready to leave and she says yes.

Perky then grabs her arm and Cathy tries to free herself. I tell him let go of her arm. Perky then begins to twist her arm and I see pain in her face. I yell let go and Perky does not. I pick him up off the ground by his lapels and carry him 20’ placing him on top the pinball machine. I turn my head and yell to Cathy to leave. I see her back and realize she is vulnerable.

I let go of Perky to cover Cathy’s back and feel something wet on the back of my head. Perky had hit me over the head with a tequila sunrise. I turn towards Perky he puts his hands around my neck and I push him to the ground. I am ready for him to get up so I can neutralize him. An off duty police officer pushed a badge in my face. I say you got the wrong guy he broker her jaw. The police officer ask Cathy and she says yes and then Cathy screams you are bleeding. The police officer ask if you want to press charges and I say yes. I tell him I am going to Baptists Emergency.

At Baptists Emergency I get 5 stitches in my head. The police officers come and take a report.

My father calls Perky father who is an attorney and advises he has disowned his son. Perky’s attorney calls my father. My father demands payment for the stitches and sweater he tore. The attorney says Perky will pay that and will also pay more to completely drop the matter. I say no!

Cathy’s family had previously gotten a Peace Bond on Perky but he ignored it. He stalked Cathy and would knock on her bedroom window at night. An arrest warrant was issued for Perky for assaulting me. My friends kept an eye out for that lime green Porsche and one day spotted him, calling it into the Police.

The night before the trial Cathy calls me. She says Billy I cannot testify. I say why. She says Perky has threatened her if she testified. I said Cathy remember this no matter what you do he will always be able to threaten you. Tomorrow is a chance for you to stand up to him in court. What ever your decision I will understand. I hope to see you tomorrow.

In court Cathy showed up with her father and testified against Perky. Perky was convicted and never contacted Cathy again.

I saw Cathy 12 years latter. She put her hand on my head and tears started streaming down her face. She said Perky hurt you so bad. I said no he didn't I have a really hard head. In reality it was Cathy that had been hurt so bad.

I have a letter from the District Attorney's office framed next to my garage door. The letter is there to remind me and my family that we can and do make a difference in people's lives.

Serious, how did we, it's the Internet.

As far as the woman who was assaulted, I feel for her and her family. How did it happen in broad daylight and no one did anything? I can answer that, people are afraid of being sued, drug through the media when they make the bad guy out to be the victim. Till someone stands up and does something, this will continue.

Talking to the mayor will do little if nothing. Organize your neighborhood, start a neighborhood watch, your local PD will help. Encourage others in other neighborhood's to do the same, that's where you need to start. That or just become a vigilante.

The police department in this town of 30K people is corrupt. We already had to file a lawsuit against them (and won) 10 years ago. I'm meeting with the mayor regardless due to a ton of other issues. I'm bringing this up along with other things. I have tried contacting the chief multiple times but it only goes to voicemail and he does not call back. When I went into city hall to book my appointment with the mayor guess who I found walking around? We had a nice chit chat but even still despite voicing my genuine concerns in a calm matter he was disrespectful to me and even went as far to say that he would be willing to place bets and wagers against me that I was wrong and he was right....go figure.

Is the local Prosecutors Office corrupt too, talk to the Prosecutor, eventually you will get results. Who arrested the guy that did the assault & robbery, apparently they are not corrupt. You will have to work at it, since apparently no one else is........
 
AS respects elected officials the first person you have to talk to is the "bag man".

We are fine thank you. Cathy was recently visiting my younger sister and one of my daughters was there.

My daughter is the same age as I was when this happened. I am glad my daughter got to meet the lady behind the letter by the garage door.

I was the same age as you are when this happened. Point is you can make a difference.

As respects elected officials on the whole they are interested in what you can do for them, not what they can do for you.

I suggest you try to work with someone who is not elected or appointed.
