I'm thinking the solenoid is moving something in the latch further than the key is able to. It may just be a lube issue or something in the linkage between the lock and the latch.

It is most likely the module, I know with my son's 01 Grand Marquis it was intermitent and when the ABS and Traction Control lights were lit it would not communicate with the scan tool. When the lights were not on then it would communicate and had no codes.
