HP and tune question

Hi,
Been thinking about getting a tune and was wondering does the tune actually add HP or is it just a change on the shift points for the trans?

Mostly it turns off the trans' ability to lock up in any gear. Makes a big improvement in driveability over stock. Add 4.10 gears and it's even better.
