Oily Spark Plugs

I went to change my spark plugs noticed oil on the plugs, but not on the rubber of the coil packs. Is this a sign the crankcase gaskets need to be replaced? What's the labor time for the repair?

Besides valve stem seals, what does that indicate?

The exhaust doesn't look discolored to me. I'm guessing it's time to replace the valve cover gaskets and such. I've ordered a gasket set.
